Americans roll up sleeves in day of service before inauguration

WASHINGTON (Reuters) - From sprucing up hiking trails to painting schools, Americans across the country, including President Barack Obama and his family, took part in a national day of service on Saturday to help kick off presidential inauguration ceremonies.

The day honors the slain civil rights leader Martin Luther King Jr., who famously said, "Life's most persistent and urgent question is: 'What are you doing for others?'" Obama will be publicly sworn in for a second term on Monday, which is also a national holiday honoring King.

Before his first inauguration in 2009, Obama urged Americans to spend part of January 19 helping others by volunteering. This year, the Presidential Inaugural Committee asked people both to volunteer on Saturday and pledge to do more service work throughout the year.

Obama and his wife, Michelle, accompanied by their daughters, Malia and Sasha, rolled up their sleeves to spruce up an elementary school in Washington. After varnishing some bookshelves, both Obamas spoke to about 300 other volunteers and noted the importance of getting young people to get in the habit of helping out.

"I want to say thank you to the parents, for showing early on to all our young people how gratifying, how fulfilling this is," Obama said. His wife added, "We're passing on the baton to you all."

Beau Biden, the son of Vice President Joe Biden, and Chelsea Clinton, daughter of former President Bill Clinton, helped launch a volunteer fair on Washington's National Mall.

"The national day of service is a wonderful way to honor the legacy of Doctor King, to kick off this inaugural weekend," said Biden, the attorney general of Delaware and an Iraq war veteran.

"Despite all the talk of how divided we are as a nation, more and more Americans are coming together to serve each other every day. Volunteerism in America is at a five-year high," Biden said, noting that Americans spent 8 billion hours giving back to their communities in 2011.

Service projects were set up in all 50 states, and the inaugural committee offered links online to find projects ranging from clearing invasive plants from a hiking trail to feeding the hungry to putting together packages for U.S. troops overseas.

Sharon Mudd, a high school English teacher in Maryland, went to the National Mall to get some ideas for her students.

"I want to make sure that they realize that with privilege comes responsibility," she said.

Memona and Huda Shahid, 17-year-old twins from Chicago, were at the National Mall as part of a high school trip to Washington.

"As young adults, you get experience volunteering. For example, we want to study medicine, so we volunteered in a hospital," said Memona. "The important thing - when you volunteer do it from the heart."

Samsung posts Jelly Bean update for Galaxy Note 10.1 and Galaxy Tab 2 in the US

Samsung Galaxy Note 10.1 Jelly Bean with Premium Suite

Americans who picked up a Samsung tablet in 2012 may have a surprise this weekend: the company has confirmed that it's rolling out its promised Android 4.1 Jelly Bean update to US, Wi-Fi only versions of the Galaxy Note 10.1 and both Galaxy Tab 2 sizes. As we know by now, Note 10.1 owners squeeze the most out of the software revamp with S Pen features borrowed from the Galaxy Note II, such as Air View's hover-to-peek functionality, Quick Command shortcuts and the ability to clip content. There's also a tablet-specific Cascade View to see more than two apps at once. Galaxy Tab 2 users don't get much as much in the bargain, although we wouldn't knock the promised speed improvements inherent to Google's OS refresh. Either upgrade should be available both through Kies and over the air, with more details at the source link. We haven't yet heard when cellular tablets get a matching upgrade, although those who spring for the Galaxy Note 10.1 on Verizon will already have Jelly Bean from the outset.

Quebec, Ontario gobble film-industry jobs

VANCOUVER ? Film crews are sitting idle and studio space is near-empty in British Columbia as higher tax rebates lure productions to competitors in Ontario and Quebec, says an industry insider who?s lobbying for change.

Peter Leitch, president of North Shore Studios, said more people have gone without work in B.C.?s film and television industry in the last six months even as Premier Christy Clark has touted job creation in the western province.

?It?s pretty devastating in terms of the number of people who are unemployed right now,? Leitch said Wednesday.

?Part of it is seasonal, but certainly part of it is that our tax credits are not at the level playing field that they used to be historically.?

An online petition has garnered thousands of signatures on a petition to save the B.C. film industry, and that?s a sign of desperation from people without work, said Leitch, who is also chairman of the Motion Picture Production Association.

Even a temporary increase in tax credits would remedy the ?devastating situation,? he said.

?In terms of studio space availability, I?ve never seen this much studio space available in Vancouver in my 25 years, and that?s a real barometer of employment,? he said.

Meanwhile, Montreal and Toronto are continuing to build stages as business grows.

?This will be our worst quarter I can remember,? Leitch said of his 23-year-old studio in the province that earned the moniker Hollywood North in its heyday during production of TV hits such as ?Stargate,? ?X-Files? and ?Smallville.?

British Columbia offers the film industry a 33-per-cent tax rebate on labour costs, as compared to 25 per cent in credits on all costs involved in productions in Ontario and Quebec, Leitch said.

That represents only a 10 per cent savings in the end for made-in-B-C projects, he said.

?And they get bigger federal tax credits because of the all-spend (incentives),? he added.

Premier Christy Clark said the government shells out $285 million in tax credits to the film industry and more money won?t be available as the province aims to balance its budget.

?I?ve been talking to leading members of the film industry and I understand the pressure, the race to the bottom we?ve seen in economies that are really struggling,? she said.

?But in British Columbia, we?re also going to balance our budget. We don?t have a bottomless pit of decisions to be able to make.?

Leitch said customers from California, for example, are more likely to do business in B.C. because of the similar time zone and proximity, but the bigger bang-for-the buck in the eastern provinces is a huge draw.

The B.C. industry has invested more than $1 billion in infrastructure and benefited the province?s economy in spinoff business from production crews.

British Columbia?s return to the provincial sales tax on April 1 will mean another blow because the seven per cent PST won?t be returned to the industry. As well, the high Canadian dollar is also causing pain, Leitch said.

Karen Thorn-Stone of the Ontario Media Development Corp., said the change to the so-called all-spend tax credits from labour-only credits occurred in 2009 in that province.

?In terms of production statistics, 2011 was the best year we?ve had ever ? almost $1.3 billion in production activity,? she said, adding 70 per cent of that comes from domestic projects.

?I?m confident in saying that here in Ontario there is strong government support, strong industry support, and we see a positive future ahead for all of our creative industries.?

Dreamliner woes spotlight Japan battery maker

TOKYO (AP) - The troubles with Boeing's 787 Dreamliner are drawing an unwelcome spotlight for the Japanese maker of the powerful lithium-ion batteries that have become the focus of investigations into onboard fire risks.

Kyoto, Japan-based GS Yuasa Corp. said it began working Thursday with investigators probing the cause of recent problems with the 787. An overheated leaking battery prompted an All Nippon Airways jet to make an emergency landing on Wednesday, leading regulators in Japan, the U.S., India and Europe to ground the planes.

Safety experts say the leakage of electrolyte from the ANA jet was cause for serious alarm because the very corrosive fluid can damage electrical wiring, components and even support structures for the plane's composite body.

"The cause of the problems is unclear," said Yasushi Yamamoto, a spokesman for GS Yuasa. "We still don't know if the problem is with the battery, the power source or the electronics systems," he said.

The 787 relies far more than older aircraft on electrical systems, and troubles with the batteries could pose a challenge to GS Yuasa's aerospace aspirations. Apart from the 787, the company has a contract to supply lithium ion batteries to the International Space Station.

The Dreamliner is the first airliner to make extensive use of lithium-ion batteries to help power its main electrical systems. The batteries were chosen for their quick charging times and capacity to fit into space-saving shapes, facilitating the use of energy-efficient, lightweight composite materials for the plane's body instead of the usual aluminum.

But like other lithium-ion batteries, they do pose risks. Such batteries are used in countless electronic devices and overheating that had the potential to cause fires resulted in laptop recalls in recent years.

Japanese manufacturers such as GS Yuasa, Mitsubishi Heavy Industries and other powerhouses provide about 35 percent of the Boeing 787's parts, and the project has boosted the ambitions of an aerospace production hub centered on the central city of Nagoya. Building up such high-tech industries is a pillar of government policies aimed at restoring Japan's export competitiveness and revitalizing an economy mired in recession.

Lithium-ion batteries account for a small but growing part of total sales for GS Yuasa, a company first founded in 1895 that according to data company Toyo Keizai Inc. is the world's third-biggest battery maker.

The company is much better known for its status as the biggest maker in Japan of automotive batteries, both conventional lead-acid batteries and also alkali and advanced batteries used in electric vehicles. It also is one of the biggest manufacturers of batteries used in power sports vehicles such as jet skis and ATVs, and of power and lighting systems, with overseas sales accounting for nearly half its revenues.

Yamamoto said he did not expect that use of lead-acid batteries, GS Yuasa's bread-and-butter business, would be phased out anytime soon given the rapid growth in use of motorcycles and cars in developing countries.

But like many other Japanese manufacturers, Yuasa is carving a niche for itself in advanced technology. Just over a year ago, it began construction in Ritto, Japan, of a factory that will eventually have the world's biggest capacity for lithium-ion batteries.

The batteries used in the Dreamliner are built at GS Yuasa's flagship factory in Kyoto, Yamamoto said. Thales Alenia of France is providing the charger equipment, power conversion, standby flight instrument and in-flight entertainment systems.

Early on, regulators acknowledged concerns over fire and overheating hazards from lithium-ion batteries, issuing special precautions for installing them to minimize risks.

In a report on integrating lithium-ion batteries into aircraft systems, Thales researchers describe various protective devices and fail-safes meant to make the technology "perfectly safe."

Illustrating Japan's commitment to the 787, its two main carriers, Japan Airlines and All Nippon Airways, have been Boeing's biggest buyers for the jet, taking 24 of the 50 delivered so far.

The troubles they have seen include leaked fuel and a cracked cockpit windshield. But the most alarming were the incidents involving batteries, including a fire centered in an auxiliary power unit of a Japan Airlines 787 that took firefighters 40 minutes to extinguish.

GS Yuasa's Yamamoto said he was unsure how long the investigation into the problems with the 787 would take. Each day will likely hurt. The company's share price sank another 5 percent on Thursday and is approaching a 52-week low.

Officials of both the Federal Aviation Administration and Japan's aviation authority say they want clear assurances the aircraft can be operated safely before they will allow it to fly.

"This will not be decided by us. The Transport Ministry is in charge," Yamamoto said.

"But I don't think this is going to be a matter of just a few days. Not quite so soon."
