(AP) ? U.S. manufacturing grew for the first time in four months, buoyed by a jump in new orders and more jobs. The increase is a hopeful sign that the economy may be improving after a weak stretch.

The Institute for Supply Management, a trade group of purchasing managers, said Monday that its index of factory activity rose to 51.5. That's up from 49.6 in August.

A reading above 50 signals growth and below indicates contraction. The index had been below that threshold from June through August.

Most economists were encouraged by the report after weak consumer spending and fewer exports slowed factory production in the spring. Still, they cautioned that economic growth is likely to stay modest until hiring accelerates and consumers spend more.

The reading "will boost hopes that some of the recent slowdown in economic growth was just a summer phenomenon," Paul Dales, an economist at Capital Economics, said in a note to clients.

Investors, nonetheless, appeared pleased. Stocks increased their gains after the report was released. The Dow Jones industrial average had been up nearly 100 points before the report came out. It jumped to 150 points up within 10 minutes of the release.

Separately, the government said U.S. builders spent more on home construction in August, adding to evidence that housing is recovering.

Overall construction spending dipped 0.7 percent, the Commerce Department said, as spending on commercial projects such as office buildings and shopping centers fell.

In the manufacturing survey, a measure of new orders jumped to 52.3, the highest reading since May. That suggests production will increase in the coming months.

And a gauge of employment rose, a sign that manufacturers may report a gain in jobs when September's employment report is released Friday. Manufacturers shed workers in August.

Manufacturers also said they are facing rising costs for corn, fuel and several other commodities.

The improvement at U.S. factories comes even as growth is slowing overseas. Europe's financial crisis has pushed many countries in the region into recession. Growth in emerging nations such as China and India has slowed.

China's manufacturing sector shrank in September, according to a survey by a Chinese trade group. But its measure of factory activity rose for the first time in four months, to 49.8, from 49.2.

The U.S. economy grew at an annual rate of just 1.3 percent in the April-June quarter, down from a 2 percent growth rate in the January-March quarter.

Most economists expect growth will stay near or below 2 percent for the rest of this year. Growth at that pace is typically too weak to lower the unemployment rate.

Employers added 96,000 jobs in August, lower than July's total and far below the average of 226,000 a month in the first three months of the year.

The unemployment rate dropped to 8.1 percent from 8.3 percent in July. But that was only because fewer people were looking for work. The government only counts people as unemployed if they are actively searching for jobs.

Dog survives 110-mile ride on pickup's engine

(AP) ? A dog has survived a 110-mile ride on the hot engine of a pickup truck during a Southern California heat wave.

The driver of a Chevrolet Silverado felt the pickup move slightly after he stopped in San Clemente on Monday. He had just driven from Chino to Orange and Camp Pendleton.

The Orange County Register (bit.ly/QFtxvg) says 52-year-old Jaime Maga?a noticed fur above the left front tire and he opened the hood to find a 25-pound dog atop the engine.

Temperatures outside were nudging 100 degrees.

Maga?a called for help and an animal control officer put the dog, nicknamed Chevy, into her air conditioned truck.

It perked right up.

Maga?a says he's seen the dog in his Chino neighborhood.

The hunt is on for the dog's owner.

'Satanic,' 'racist' name-calling ensues as Augusta finance chair says ...

News 12 at 6 o'clock / Monday, Oct. 1, 2012

AUGUSTA, Ga. -- A state tax break that is good for businesses might not be good for your wallet. Augusta leaders warn they might have to plug a budget hole with your cash.

Let the name-calling begin. Satanic and racist are just a few of the names being thrown around as the city tries to figure out how to fill a $1 million budget hole.

"The public needs to understand that there could be a tax increase," said Augusta Finance Committee Chairman Jerry Brigham. "Could be. Didn't say it would be."

The mayor pro tem first suggested slashing church exemptions as a way to make up for less funding from the state.

"And I'm not surprised at that, because it is really more of a satanic move," said Rev. K. B. Martin with the Augusta Baptist Ministers Conference. "It's part of the movement to destroy the church, and then you want to ask the question why is society in the shape that it is in?"

"You know," said Mayor Pro Tem Joe Bowles, "racist preachers have their opinions, and I sleep well at night."

Commissioners say there are other ways to make up the close to $1 million loss.

"Like a franchise fee," said Augusta Finance Committee Chairman Jerry Brigham. "It's a franchise fee. That's what the legislation is."

"They can call what they want," Bowles said. "It's a tax."

The city is considering an excise tax on manufacturers to make up for the lost revenue.

"Which defeats the purpose of the tax break," Bowles said.

"We're going to either have to cut services or raise property taxes," said Brigham, who is not convinced a tax increase can be avoided. "Taxes will probably change no matter what we do."

The tax break for businesses will also extend the length of time it takes to collect money for SPLOST projects. The commission has a work session planned on the topic this Thursday at 3 p.m.

Report: Half of US adults own tablet or smartphone

5 hrs.

Americans' news habits are on the move.

Half of all adult Americans now own either a tablet computer or a smartphone, and one-third use their mobile devices to view news stories and video clips at least once a week.

That's according to a survey by the Pew Research Center's Project for Excellence in Journalism, which polled more than 9,500 adults from late June to early August.

The findings have "major implications for how news will be consumed and paid for," says Pew. About 20 percent of the mobile news users surveyed said they paid for an online subscription in the last year.

But mobile viewing doesn't necessarily mean that people are cutting back on viewing news on PCs or in newspapers. About half of the tablet news users that Pew surveyed say their tablets spur them to spend more time consuming news, and about one-third say they get news from new sources they didn't use before. Nearly one-third of the mobile users also have print-only subscriptions, and most have no plans to give them up.

Devices based on Google's Android platform are gaining momentum. Pew found that just over half of tablet owners reported owning Apple's iPad, compared with 81 percent a year ago. Forty-eight percent now own an Android-based device, including Amazon.com's Kindle Fire.

Eagles beat Giants 19-17

PHILADELPHIA (AP) ? Lawrence Tynes' kick sailed wide left and a sellout crowd broke into a wild celebration that quickly halted when they realized it didn't count.

Lucky for the Philadelphia Eagles and their fans, Tynes missed again.

Tynes was short on a 54-yard field goal attempt with 15 seconds left and Philadelphia held on for a 19-17 victory over the New York Giants on Sunday night.

"When you're surrounding by 66,000 people that probably wanna rip your head off, yeah," Eagles coach Andy Reid said when asked if he regretted calling a timeout to ice Tynes on his first try.

With LeSean McCoy leading the way on the ground, Michael Vick guided Philadelphia (3-1) to their third comeback win.

The Eagles became the first team in NFL history to have each of their first three wins by two points or less according to information provided to the Eagles by the Elias Sports Bureau.

Alex Henery kicked a 26-yard field goal with 1:49 left and the Eagles overcame two pass interference penalties on New York's final drive.

The defending Super Bowl champion Giants (2-2) have struggled against Philadelphia, losing eight of the last nine meetings.

"We knew it was going to be a game that was going to come down to the fourth quarter," Eli Manning said. "We knew we were going to have to earn every yard. They're a good defense, they're a good team. We had opportunities, we were close."

McCoy had 121 of his 123 yards rushing in the second half. The All-Pro had six carries for 2 yards at halftime.

"It's just the Giants and Eagles, this is what it comes down to," McCoy said. "Eventually our running game would crack it and that's what we did."

Vick threw TD passes in the final two minutes in consecutive 1-point wins over Cleveland and Baltimore the first two weeks before a 26-7 loss at Arizona.

After Manning tossed a go-ahead 6-yard TD pass Bear Pascoe, Vick drove the Eagles to the Giants 2 before Osi Umenyiora sacked him for a 6-yard loss on third down. Henery then hit his fourth field goal to put Philadelphia ahead to stay.

Henery also connected from 48, 35 and 20 yards.

A pass interference penalty on Dominique Rodgers-Cromartie kept the Giants' last drive alive and put the ball at the Eagles 35 after Manning threw an incomplete pass on fourth-and-1. Another pass interference call on Nnamdi Asomugha on third-and-10 moved it to the Eagles 27.

Then Ramses Barden got called for offensive pass interference to move it back to the 36.

"I thought it was on him," Barden said of Asomugha. "But I know he's a competitor, and he came to play tonight. We were both fighting for position and it's just one of those things."

After an incomplete pass, the Giants sent out Tynes to try for the winning kick on third-and-18 because they didn't have any timeouts remaining.

"I don't believe in icing the kicker," Vick said. "You let him kick it and if it's in, it's in. You can't play games. I don't know where that started. We got to end that tradition."

Vick was 19 of 30 for 241 yards and the turnover-prone Eagles protected the ball. The Eagles led the NFL with 12 turnovers through three games, but didn't commit any.

Manning completed 24 of 42 passes for 309 yards, two TDs and one crucial interception.

He threw a pick in the end zone after a 30-yard pass to Victor Cruz on fourth-and-1 got the Giants to Philadelphia's 10 on the final play of the third quarter.

Rodgers-Cromartie intercepted Manning's underthrown pass into triple-coverage and returned it 14 yards to the Eagles 9. The Eagles slowly moved the ball on the ground to set up Henery's 35-yarder that made it 16-10.

Manning redeemed himself on New York's next possession. He completed passes of 31 yards to Barden and 41 yards to Domenik Hixon. He then found Pascoe wide open over the middle for a 17-16 lead with 6:45 left.

McCoy finally broke loose by running for 56 yards on consecutive carries in the third. He was stopped at the 1 on a 22-yard gain, and then couldn't get in on three straight carries. The Eagles settled for a 20-yard field goal by Henery that made it 10-3.

"The O-line found themselves as the game wore on," Reid said. "They were able to block well enough to where McCoy had big yards."

The Giants answered after David Wilson ran the kickoff back 45 yards to the 43.

Mixing run and pass effectively, the Giants moved to the 14. On third-and-3, Manning threw a TD pass to Cruz, who celebrated with his trademark salsa dance in the stadium where it all started. Cruz burst on the scene with a breakout performance in a 29-16 win at Philadelphia last September.

Vick threw a 27-yard pass to Brent Celek and then scrambled 18 yards to set up Henery's 48-yard field goal late in the third that made it 13-10.

Hoping to establish the run early, the Eagles had no success giving the ball to McCoy in the first half.

But Philadelphia used a no-huddle offense to drive 70 yards on 11 plays for the only TD. The Eagles converted three third downs on the series, including Vick's 19-yard TD pass to DeSean Jackson on third-and-9.

Before the game, the Eagles retired the No. 20 worn by Brian Dawkins for 13 seasons from 1996-2008. The hard-hitting safety went to eight Pro Bowls and was a four-time All-Pro in 16 years with Philadelphia and Denver.

Dawkins, one of the most revered athletes to play in this sports-crazed city, sent the sellout crowd at the Linc into a frenzy when he ran out of the tunnel during pregame introductions. Wearing his green No. 20 Eagles jersey, Dawkins did his unique, crawling, gyrating entrance. He then joined the captains at midfield for the coin toss. Dawkins changed back into his navy blue pinstriped suit and led the crowd in signing "Fly! Eagles! Fly!" at halftime.

Notes: The officials got a standing ovation when they walked onto the field an hour before kickoff. ... McCoy has four 100-yard games vs. the Giants. ... Manning wasn't sacked.
