Smoking causes asthma in second generation offspring, study shows

ScienceDaily (Oct. 30, 2012) ? The dangers of smoking on smokers and their children are widely known but new research published in BioMed Central's open access journal BMC Medicine demonstrates that nicotine exposure also causes asthma in the smoker's grandchildren.

Asthma is a major public health problem. It is the most common chronic disease of childhood. While there are many factors which contribute to asthma maternal smoking during pregnancy is a well known, and avoidable, risk.

During pregnancy nicotine can affect a developing fetus' lungs, predisposing the infant to childhood asthma. Researchers from Harbor-UCLA Medical Centre, California, tested the effect of nicotine exposure during pregnancy on rats, looking not only at their pups (F1) but also at second generation pups (F2).

Exposure inside the uterus resulted in both male and female (F1) offspring having reduced lung function consistent with asthma. It also impaired lung function of their own offspring (F2), even though the F1 rats were not themselves exposed to nicotine once they were born. Levels of proteins increased by maternal smoking in the lungs of their offspring such as fibronectin, collagen and nicotinic aceylcholine receptors, were also found to be raised in the grandchildren. Similarly the expression of PPAR?, a normal lung development, was reduced in first and second generation offspring.

Dr Virender Rehan, who led this study commented, "When we looked at the effect of nicotine on DNA in the testes or ovaries of the rats they found that nicotine increased the level of methylation in the testes but reduced it in the ovaries. Nicotine also altered methylation of histones in a sex-dependent manner. These epigenetic marks may be the mechanism behind how nicotine-induced asthma is transmitted from one generation to the next."

Treating the mothers with a synthetic version of PPAR?, known to normalise lung function in nictotine exposed offspring also prevented lung damage to F2 offspring and restored normal histone modification patterns in their lungs.

The effects of smoking during pregnancy are, it seems, very long lasting. Stop smoking education and intervention aimed at mothers-to-be and women planning pregnancy needs to take into account the fact that nicotine itself contains dangers to their children and their children's children.

How Sandy turned into a superstorm

The combination of a winter-time jet stream, warm tropical air and a full moon is turning Sandy into a huge and complicated storm that has the potential to devastate the Northeast and parts of the Mid-Atlantic. TODAY's Matt Lauer reports.

Hurricane Sandy is posing a monster challenge for weather forecasters and emergency agencies, due to an amazing combination of meteorological factors, but what's just as amazing is how well they've been able to predict what seemed to be an unpredictable disaster.

"It looks like we've been fairly consistent on this, even five days out," Chris Landsea, science and operations officer at the National Hurricane Center in Miami, told me today. "I think when all is said and done, on the track forecast, we're going to be quite accurate."

Sandy's path, which took a left turn from the Atlantic to slam head-on into the heavily populated Northeast, is just one of the unusual aspects of this storm. "The size of this system, the late-season nature, and the track?? all these are fairly unique characteristics," Landsea said. To look for precedents, you have to go back to infamous hurricanes such as Agnes in 1972, Hazel in 1954, even the great storms of 1944, 1938, 1815 and?1804. But today, the region is so much more populous and developed that the impact is certain to be far greater.


Here are five factors that have turned Sandy into a superstorm:

Northerly track: Atlantic tropical storms most commonly tear through the Caribbean and the Gulf of Mexico, and lose energy as they pass over the U.S mainland. This storm, however, crept along the Eastern Seaboard, where waters that were warmer than usual for this time of year kept the storm alive. As the storm moved northward, it morphed into a hybrid storm, drawing additional strength from the differential between the storm's warm air and cold northern air from the jet stream.

"There's a transformation that this system is undergoing," Landsea explained. "This is actually evolving into a winter storm, and later, a nor'easter." One result of this evolution is that the storm system has widened to more than 800 miles in diameter, stretching from the Carolinas to Maine and Canada.

NOAA's GOES-13 weather satellite shows the storm system associated with Hurricane Sandy covering the northeastern United States even before landfall on Monday.

The left turn:?Hurricanes that get so far north could drift off into the cold Atlantic to die?? but they can also be pushed into the mainland, as Hurricane Irene was last year. Irene followed a path that was roughly parallel to the coastline, but Sandy took a hard left turn that put it on a course for a direct, perpendicular strike on the coast. That's because a cold front on the mainland is drawing the storm westward, while the current state of a weather pattern known as the North Atlantic Oscillation is blocking the storm from heading eastward.?

Storm surge: Sandy's top sustained winds of 85 miles per hour typically wouldn't rate as a superstorm, but its effects will be magnified, Landsea said. "Even though it's not a 'major' hurricane by any means ... there is substantial threat because of the storm surge and because of the rainfall. There's going to be flooding. Both of those factors are going to be killers," he said. The storm surge is projected to range from 6 to 11 feet. One of the big reasons for such a high surge is that the waters off the coast of New York and New Jersey are so shallow: As the surge from the deeper ocean nears the coastline, all that water piles up to create a higher wave.

Full moon:?Another reason for the huge storm surge is the fact that the moon is hitting its full phase just as Sandy is making landfall. The celestial lineup of the sun, moon and Earth contributes to higher-than-normal high tides.?

Winter storm: Sandy is such a late-season storm that it's running into winter weather in the northeastern United States, which is adding an extra dimension to the misery. "I have not been around long enough to see a hurricane forecast with a snow advisory in it," Craig Fugate, administrator of the Federal Emergency Management Agency, told NBC's TODAY. The storm could trigger up to 3 feet of snow in the Appalachians, the National Weather Service reported. The Weather Channel's Tom Niziol said that "an amazing combination of factors" have come together to make Sandy a threat due to the snow as well as the rain.

Landsea and other forecasters may marvel at the factors behind what some have called a "perfect storm" or "Frankenstorm," and there'll surely be lots of lessons learned for future weather modeling. But that's not what's uppermost on their mind right now. "What's really important are the impacts," Landsea said.

Ukraine president's party cruises toward election win

KIEV, Ukraine -- Ukrainian President Victor Yanukovych's?party is on course to secure a parliamentary majority after an election, but will face an opposition boosted by resurgent nationalists and a liberal party led by boxing champion Vitaly Klitschko.

Exit polls and first results from Sunday's vote showed Yanukovych's Party of the Regions would, with help from long-time allies, win more than half the seats in the 450-member assembly after boosting public sector wages and welfare handouts to win over disillusioned voters in its traditional power bases.


"It is clear the Party of the Regions has won," Prime Minister Mykola Azarov told reporters. "These elections signal confidence in the president's policies."

Victory for the pro-business Regions party, which represents the interests of the wealthy industrialists bankrolling it, will underpin the leadership of the president, who comes up for re-election in the former Soviet republic in 2015.

His rule since taking power in February 2010 has been marked by an accumulation of presidential powers and tension with the West over the imprisonment of his rival, opposition leader and former prime minister Yulia Tymoshenko.

Balloting is in two parts, with half the seats allotted to individual candidates winning local district polls and half to parties according to their share of the vote nationally.

Partial results from the Central Election Commission showed the Regions winning 118 constituencies; that, with its projected national vote, would give the party 205 seats. With support from allies such as the communists and independents, the Regions appear certain to reach the 226 seats needed to form a majority.

The main, united opposition bloc, which includes Tymoshenko's Batkivshchyna (Fatherland), was in second place on the party list vote and leading in 36 individual districts.

The Regions appeared to have fared well despite the government's unpopularity and the authoritarian image of Yanukovych, which does not sell well across the country.

Its success was due in part to increased state handouts and promises to enhance the status of the Russian language - an important pledge for Russian-speaking voters in the president's eastern power base, who fear being at a disadvantage to native speakers of Ukrainian.

The introduction of constituency voting also favored Regions candidates, who could draw on state resources.

Svoboda surprise
The biggest surprise came from the nationalist Svoboda (Freedom) party which, according to partial results, won about 7.8 percent in the party-list voting. This means it will have significant representation in parliament for the first time.

The unexpectedly strong showing by Svoboda -- which is based in the Ukrainian-speaking west, pursues a strongly Ukrainian nationalist agenda and opposes attempts by the Regions to promote the use of Russian language -- bolstered the ranks of an opposition which has been weakened by the jailing of Tymoshenko.

The other new opposition wild card in parliament will be held by UDAR. Led by boxer Klitschko, under an acronym meaning "punch", the party was in fourth place behind the Regions, communists and the opposition bloc that includes Batkivshchyna.

Many voters made clear they were frustrated with the performance of the established political parties over the past few years. Corruption is a big concern in Ukraine and many of the 46 million Ukrainians face economic hardship.

"We have seen some parties in power and others as well," said Tetyana, 27, referring to Batkivshchyna and the Regions.

"We have seen the results," she added, after voting in Kiev.

Even in the industrial and coalmining city of Donetsk, Yanukovych's main stronghold in the east of the country, many voters said they were disillusioned by the government's record.

"I voted for the Regions Party but simply because it is the lesser of the evils. I can't say I am a great fan of the Regions, but all the rest are worse," said 58-year-old Viktor Grigoryev, a head of section in the construction sector.

Observers' verdict
Tymoshenko was jailed for seven years last year for abuse of office over a 2009 gas deal with Russia which she made when she was prime minister. The Yanukovych government says the agreement saddled Ukraine with an enormous price for gas supplies.

The second most populous of the former Soviet states, a major exporter of steel and grain sandwiched between Russia and the European Union, Ukraine is more isolated politically on the international stage than it has been for years.

It is at odds with the United States and the European Union over Tymoshenko, and does not see eye to eye with Moscow, which has turned a deaf ear to Kiev's calls for cheaper gas.

In Ukraine, the government is also blamed for not stamping out corruption and has backed off from painful reforms that could secure much-needed lending from the International Monetary Fund (IMF) to shore up its export-driven economy.

With the West seeing the poll as a test of Ukraine's commitment to democracy after Tymoshenko's imprisonment, interest will focus on the judgment by observers from the OSCE European security and human rights body later on Monday.

A well-prepared 'borshch'
Klitschko, the 6 ft. 7 in.-tall WBC heavyweight boxing champion, will now enter parliament at the head of his new party and could be a towering force in the assembly. He has been critical of corruption and cronyism under Yanukovych.

He says his party will team up with Arseny Yatsenyuk, who leads the united opposition in Tymoshenko's absence, as well as with other opposition groups, including Svoboda -- though his refusal to join a pre-election coalition engendered suspicion.

He ruled out any pact with the Regions. "We do not foresee any joint work with the Party of the Regions and its communist satellite," he said. "We are ready to work with those political parties which propose a European path of development."

Svoboda leader Oleh Tyahnybok, a 43-year-old surgeon, pledged to stick by a pre-election agreement and work with Yatsenyuk and other opposition leaders in parliament. He also pressed Klitschko to formally join the united opposition.

"We can only hope that, having looked at the situation which has emerged, Vitaly Klitschko will unite with us," he said.

Political analyst Volodymyr Fesenko, of the Penta think tank, said the biggest "sensation" was Svoboda's success and that it reflected a protest against the political establishment.

"The Ukrainian political borshch has got a bit more spicy," he said, referring to the soup that is a national dish. "There will be more pepper -- but how it is going to taste is another question."

Sandy curtails nuclear plants, oldest under alert

NEW YORK (Reuters) - Hurricane Sandy slowed or shut a half-dozen U.S. nuclear power plants, while the nation's oldest facility declared a rare "alert" after the record storm surge pushed flood waters high enough to endanger a key cooling system.

Exelon Corp's 43-year-old Oyster Creek plant in New Jersey remains on "alert" status, the U.S. Nuclear Regulatory Commission (NRC) said early Tuesday. It is only the third time this year that the second-lowest of four emergency action levels was triggered.

"Oyster Creek is still in an alert but may be getting out of it as long as water levels continue to drop," NRC spokesman Neil Sheehan told Reuters.

The alert came after water levels at the plant rose more than 6.5 feet above normal, potentially affecting the "water intake structure" that pumps cooling water through the plant.

Those pumps are not essential to keep the reactor cool since the plant has been shut for planned refueling since October 22. Exelon however was concerned that if the water rose over 7 feet it could submerge the service water pump motor that is used to cool the water in the spent fuel pool, potentially forcing it to use emergency water supplies from the in-house fire suppression system to keep the rods from overheating.

Exelon also moved a portable pump to the intake structure as a precaution in case it was needed to pump cooling water.

The water levels reached a peak of 7.4 feet -- apparently above the threshold -- but the pump motors did not flood, Sheehan said. As of 11 a.m. EDT Tuesday the water level was down to 5.8 feet, with the next high tide at 11:45 a.m.

"They need the water level to stay below 6 feet for a while to exit the alert," Sheehan said, noting when the water level falls below 4.5 feet, the plant could exit the unusual event.

An unusual event is the lowest of the NRC's emergency action levels.

Exelon said in a statement that there was no danger to equipment and no threat to public health or safety.

"Right now there's no imminent threat of releases. There's no protective actions around the plant," Federal Emergency Management Agency Administrator Craig Fugate said on the Today Show.

"Some of these reporting requirements are due though to the severity of the storms. That they have to make these notifications based upon conditions, that does not mean that they are in an imminent threat at the plant," Fugate said.

The incident at Oyster Creek, which is about 60 miles east of Philadelphia on the New Jersey Coast, came as Sandy made landfall as the largest Atlantic storm ever, bringing up to 90 mile per hour (mph) winds and 13-foot storm surges in the biggest test of the industry's emergency preparedness since the Fukushima disaster in Japan a year and a half ago.

Despite the alert -- which is a serious but not catastrophic event that signals a "potential substantial degradation in the level of safety" -- the U.S. nuclear industry was broadly seen having passed the test. About a dozen alerts have been issued in the past four years, according to NRC press releases.

On Tuesday morning, the NRC said that Entergy Corp's Indian Point 3 automatically tripped offline at about 10:41 p.m. last night due to fluctuations in the power grid caused by the storm, while Public Service Enterprise Group Inc shut Unit 1 at Salem in New Jersey at 1:10 a.m. due to a loss of "condenser circulators" due to the storm surge and debris.

SPENT FUEL

The relatively small 636-megawatt (MW) Oyster Creek plant earlier experienced a "power disruption" at its switch yard, causing two backup diesel generators to kick in and maintain a stable source of power, Exelon said.

The NRC spokesman said the company could use water from a fire suppression system or a portable pump to cool the pool if necessary. The used uranium rods in the pool could cause the water to boil in about 25 hours without additional coolant; in an extreme scenario the rods could overheat, risking the eventual release of radiation.

The concerns over the status of the spent fuel pool at Oyster Creek was reminiscent of the fears that followed the Fukushima disaster last year, when helicopters and fire hoses were enlisted to ensure the pools remained filled with fresh, cool water. The nuclear industry has said that the spent fuel rods at Fukushima were never exposed to the air.

Nuclear plants must store the spent uranium fuel rods for at least five years in order to cool them sufficiently before they can be moved to dry cask storage containers.

Exelon spokesman David Tillman said Monday night the plant has "multiple and redundant" sources of cooling for the spent fuel pool.

The plant uses pumps to take in external water that circulates through a heat exchanger used to cool the internal water that surrounds the rods, keeping them from overheating.

Among other units, Constellation Energy Nuclear Group's 630-MW Nine Mile Point 1 nuclear power reactor in upstate New York did shut due to a problem putting power onto the grid, although it was not clear whether the trouble was related to the storm.

In addition, Sandy caused power reductions at both units at Exelon's Limerick nuclear plant in Pennsylvania and one unit at Dominion's Millstone plant in Connecticut.

Looking beyond space and time to cope with quantum theory

ScienceDaily (Oct. 28, 2012) ? Physicists have proposed an experiment that could force us to make a choice between extremes to describe the behaviour of the Universe.

The proposal comes from an international team of researchers from Switzerland, Belgium, Spain and Singapore, and is published October 28 in Nature Physics. It is based on what the researchers call a 'hidden influence inequality'. This exposes how quantum predictions challenge our best understanding about the nature of space and time, Einstein's theory of relativity.

"We are interested in whether we can explain the funky phenomena we observe without sacrificing our sense of things happening smoothly in space and time," says Jean-Daniel Bancal, one of the researchers behind the new result, who carried out the research at the University of Geneva in Switzerland. He is now at the Centre for Quantum Technologies at the National University of Singapore.

Excitingly, there is a real prospect of performing this test.

The implications of quantum theory have been troubling physicists since the theory was invented in the early 20th Century. The problem is that quantum theory predicts bizarre behaviour for particles -- such as two 'entangled' particles behaving as one even when far apart. This seems to violate our sense of cause and effect in space and time. Physicists call such behaviour 'nonlocal'.

It was Einstein who first drew attention to the worrying implications of what he termed the "spooky action at a distance" predicted by quantum mechanics. Measure one in a pair of entangled atoms to have its magnetic 'spin' pointing up, for example, and quantum physics says the other can immediately be found pointing in the opposite direction, wherever it is and even when one could not predict beforehand which particle would do what. Common sense tells us that any such coordinated behaviour must result from one of two arrangements. First, it could be arranged in advance. The second option is that it could be synchronised by some signal sent between the particles.

In the 1960s, John Bell came up with the first test to see whether entangled particles followed common sense. Specifically, a test of a 'Bell inequality' checks whether two particles' behaviour could have been based on prior arrangements. If measurements violate the inequality, pairs of particles are doing what quantum theory says: acting without any 'local hidden variables' directing their fate. Starting in the 1980s, experiments have found violations of Bell inequalities time and time again.

Quantum theory was the winner, it seemed. However, conventional tests of Bell inequalities can never completely kill hope of a common sense story involving signals that don't flout the principles of relativity. That's why the researchers set out to devise a new inequality that would probe the role of signals directly.

Experiments have already shown that if you want to invoke signals to explain things, the signals would have to be travelling faster than light -- more than 10,000 times the speed of light, in fact. To those who know that Einstein's relativity sets the speed of light as a universal speed limit, the idea of signals travelling 10,000 times as fast as light already sets alarm bells ringing. However, physicists have a getout: such signals might stay as 'hidden influences' -- useable for nothing, and thus not violating relativity. Only if the signals can be harnessed for faster-than-light communication do they openly contradict relativity.

The new hidden influence inequality shows that the get-out won't work when it comes to quantum predictions. To derive their inequality, which sets up a measurement of entanglement between four particles, the researchers considered what behaviours are possible for four particles that are connected by influences that stay hidden and that travel at some arbitrary finite speed.

Mathematically (and mind-bogglingly), these constraints define an 80-dimensional object. The testable hidden influence inequality is the boundary of the shadow this 80-dimensional shape casts in 44 dimensions. The researchers showed that quantum predictions can lie outside this boundary, which means they are going against one of the assumptions. Outside the boundary, either the influences can't stay hidden, or they must have infinite speed.

Experimental groups can already entangle four particles, so a test is feasible in the near future (though the precision of experiments will need to improve to make the difference measurable). Such a test will boil down to measuring a single number. In a Universe following the standard relativistic laws we are used to, 7 is the limit. If nature behaves as quantum physics predicts, the result can go up to 7.3.

So if the result is greater than 7 -- in other words, if the quantum nature of the world is confirmed -- what will it mean?

Here, there are two choices. On the one hand, there is the option to defy relativity and 'unhide' the influences, which means accepting faster-than-light communication. Relativity is a successful theory that researchers would not call into question lightly, so for many physicists this is seen as the most extreme possibility.

The remaining option is to accept that influences must be infinitely fast -- or that there exists some process that has an equivalent effect when viewed in our spacetime. The current test couldn't distinguish. Either way, it would mean that the Universe is fundamentally nonlocal, in the sense that every bit of the Universe can be connected to any other bit anywhere, instantly. That such connections are possible defies our everyday intuition and represents another extreme solution, but arguably preferable to faster-than-light communication.

"Our result gives weight to the idea that quantum correlations somehow arise from outside spacetime, in the sense that no story in space and time can describe them," says Nicolas Gisin, Professor at the University of Geneva, Switzerland, and member of the team.

The researchers that carried out the work, in addition to Dr Bancal and Prof Gisin, are Dr Stefano Pironio from the Free University of Bruxelles in Belgium, Professor Antonio Ac?n from the Institute of Photonic Sciences (ICFO) in Barcelona, Dr Yeong-Cherng Liang from the University of Geneva, and Professor Valerio Scarani from the Centre for Quantum Technologies and the Department of Physics of the National University of Singapore.

NHL cancels games through November

(AP) ? The NHL lockout has forced the cancellation of all games through the end of November.

The NHL announced Friday that 326 regular-season games from Oct. 11 through Nov. 30 were lost ? more than 26.5 percent of the schedule. The news came a day after a league-imposed deadline passed for a deal with the players' association that would allow for a full season.

"The National Hockey League deeply regrets having to take this action," Deputy Commissioner Bill Daly said in a statement. "By presenting a proposal to the NHLPA that contemplated a fair division of revenues and was responsive to player concerns regarding the value of their contracts, we had hoped to be able to forge a long-term collective bargaining agreement that would have preserved an 82-game regular season for our fans. Unfortunately, that did not occur.

"We acknowledge and accept that there is joint responsibility in collective bargaining and, though we are profoundly disappointed that a new agreement has not been attained to this point, we remain committed to achieving an agreement that is fair for the players and the clubs ? one that will be good for the game and our fans."

The dispute is all too similar to the 2004-05 lockout that led to the cancellation of that entire season ? the first time a North American professional sports league lost a complete campaign to a labor dispute.

Reaching a new deal potentially became even tougher Friday, because the NHL pulled off the table its most recent offer to the players ? one that included a 50-50 split of hockey-related revenues.

"The league officially informed us today that they have withdrawn their latest proposal and have cancelled another slate of regular-season games," union executive director Donald Fehr said in a statement. "This is deeply disappointing for all hockey fans and everyone who makes their living from hockey, including the players. But it comes as no surprise."

Fehr met with players and attended a charity game Friday night in Rosemont, Ill.

"The only thing I'll say about the conversation is, and we repeatedly get asked, 'What is there in the NHL offer that moved in our direction?'" Fehr said. "My problem is all I can do is shrug my shoulders, because I don't know what it is."

Whether any of the canceled games can be rescheduled in the event of a quick settlement remains to be seen.

Daly told the AP in an email that if a deal is reached, the league will try to play as many games as possible.

"Having said that, once clubs begin releasing dates and rebooking their buildings, as they will be free to do for the month of November, the process will obviously get more difficult and complicated," he wrote.

A quick decision on the status of the New Year's Day outdoor Winter Classic and the All-Star game later in January isn't expected, Daly said.

"They're going to keep exercising the power that they have to be able to lock us out, and the thought that they can cancel games to try to sway us their way," Chicago Blackhawks captain Jonathan Toews said. "We'll see what happens in the next little while and see where it goes from there."

Last week, the NHL offered a 50-50 split of hockey-related revenues, which exceeded $3 billion last season, but that proposal was rejected by the union. The players responded with three counteroffers, all of which would get the sides to a 50-50 deal, but the league quickly turned them down.

The NHL proposal was contingent on the league playing a full 82-game season, beginning on Nov. 2, which now won't happen.

"To be honest with you, more than anything it seems like it's more of a scare tactic to us," Blackhawks forward Patrick Kane said. "The only reason why is they can cancel those games. It don't think it really means too much. "

Players earned 57 percent of revenue in the recently expired contract, in which a salary cap was included for the first time. Owners originally sought to bring that number below 50 percent this time around before the most recent NHL offer of 50-50.

"I believe it doesn't matter how much we try to reason with them or negotiate," Toews said. "I saw it in the meeting room last week, where we worked there. Don and everyone worked very hard in coming up with those three different proposals and they didn't even have the courtesy to look at it for more than five minutes or even to discuss it. There was no discussion.

"As has been proven over time, they're just on a timeline, and they're waiting to see how much they can squeeze us for. I don't know what's going to happen in the next week or so, but as players we've stood up. We've stayed together this whole time and we've worked very hard at trying to negotiate. That's as much as we can do at this point."

Efforts by the players' association to resume negotiations this week were rebuffed by the NHL because the union declined to agree to start bargaining off the framework of the league's offer or issue another proposal using the league's proposal as a starting point.

There is a major divide between the sides over how to deal with existing player contracts. The union wants to ensure that those are all paid in full without affecting future player contracts. NHL Commissioner Gary Bettman expressed a willingness to discuss the "make whole" provisions on existing contracts, but only if the economic portions of the league's offer are accepted first by the union.

"Last week the owners gave us what amounts to a 'take-it-or-leave-it' proposal," Fehr said. "We responded with the framework for three proposals on the players' share, each of which moved significantly, toward their stated desire for a 50-50 split of HRR, with the only condition being that they honor contracts they have already signed. Honoring contracts signed between owners and players is a reasonable request. Unfortunately, after considering them for only 10 minutes they rejected all of our proposals."

This lockout, the third of Bettman's tenure as commissioner, began Sept. 16.

"We have repeatedly advised the owners that the players are prepared to sit down and negotiate on any day, with no preconditions. The owners refused," Fehr said. "They apparently are only interested in meeting if we first agree to everything in their last offer, except for perhaps a few minor tweaks and discussion of their 'make whole' provision.

"The message from the owners seems to be: if you don't give us exactly what we want, there is no point in talking. They have shown they are very good at delivering deadlines and demands, but we need a willing partner to negotiate. We hope they return to the table in order to get the players back on the ice soon."

In her address to Canadian International Council in Toronto on October 25, Lagarde said that as a start, the world needs a concrete progress with the too-important-to-fail conundrum.

"We need a global level discussion of the pros and cons of direct restrictions on business models. For example, the Volcker Rule in the US, the Vickers Commission proposals in the UK, and the Liikanen Report on the EU banking system will have important effects beyond their jurisdictions. Here a global perspective is sorely needed," she said.

The globe also needs further progress on recovery and resolution planning for large institutions, especially cross-border resolution. Much work is underway to develop the tools to intervene in distressed institutions, but compliance and assessment on an international scale is also necessary.

She also stressed the necessary regulations of "shadow banking", the operations of nonbank institutions which operate outside regulatory perimeter. She also urged for reform in the derivatives markets so that transactions become truly "over the counter"; the implementation of principles for compensation; and implementation of the Basle Committee's principles for effective banking supervision.

"Even the best rules are of no value if not implemented and well supervised," she said.

She admitted that reforms should come at a cost. The IMF?s study showed that the costs of regulatory reform could result in about an increase in borrowing costs by one quarter of one percentage point in the US, and lower elsewhere. This is against the backdrop that after six years of crisis, over 200 million people around the world are out of work.

"Some estimates put GDP in the US and Europe at about 10-15 percent lower than what it would otherwise have been. Not sure about you, but I would say that the return is well worth the investment."

She noted that commitment and actions are necessary "because, to date, policies in the major advanced economies have not been sufficient to rebuild confidence, and the world's financial system is still not functioning well."

"For now though, the financial sector - the source of this crisis - is holding down the recovery in key parts of the global economy. Considering the staggering economic and human costs over the past six years, we must do whatever it takes to make sure this does not happen again," she said.

CSN: Sandoval now among World Series legends

SAN FRANCISCO ? Just a few seconds before the first pitch of every game, Pablo Sandoval writes something in the dirt behind third base, he swipes it away with a brush of his hand, then he flings a cloud of red dirt in the air.

Shortstop Brandon Crawford knows the ritual well. He?s never asked about it. Neither has left fielder Gregor Blanco or second baseman Marco Scutaro.

?Man, he?s got so much ... stuff,? Scutaro said. ?He is doing something all the time.?

What Sandoval did in Game 1 of the World Series Wednesday night was something transformative, something historic and maybe a bit mystical. He wrote his name alongside Babe Ruth, Reggie Jackson and Albert Pujols -- heavy hitters, all -- as the only players in history to hit three home runs in a World Series game.

It cannot, will not be swiped away.

?Man, I still can't believe it,? said Sandoval, after his haymakers knocked out Justin Verlander in the Giants? tone-setting, 8-3 victory at AT&T Park. ?I'm enjoying this World Series. I'm enjoying all my moments.? You never know when it's going to happen again.?It means a lot for my family, my friends, my teammates. They all pull together to be here.?

Sandoval did not have these moments two years ago. He went from starting third baseman to chief towel waver, untrusted to pick up a ground ball because he had gotten too heavy. He was out of breath after taking a half-dozen grounders. Giants manager Bruce Bochy pulled the plug after Game 2 of that NL Division Series against Atlanta, moving Juan Uribe to third base and putting a forgotten, injury-marred veteran, Edgar Renteria, at shortstop.

That move worked out pretty okay. Renteria became the only World Series MVP in Giants history, after all.

Now Sandoval is the leader in the clubhouse for that honor. He homered to center off a searing fastball from Justin Verlander in the first inning, shocked the Tigers ace by taking an outside fastball the opposite way for a two-run shot in the third, then backspun a slider from Al Alburquerque over the center field wall in the fifth to become the first player in World Series history to homer in each of his first three at-bats in Game 1.

A single in his final at-bat completed a 4-for-4 game and his 13 total bases stands alone in second place, behind Pujols (14, on three homers and a double) for the most in a World Series game.

?He killed the whole mood,? joked left-hander Jeremy Affeldt. ?I mean, if you?re going to hit three home runs, you don?t hit the single fourth.?

Sandoval already looked to be locking in this postseason. He hit three homers in the first two rounds, and in the Giants? six elimination victories, he was 10-for-24 (.417) with two doubles, two home runs and five RBIs.

Sandoval had produced when the Giants most needed him. And against Verlander, a pitcher who was more terminator than man, Sandoval picked him up and flung him into a vat of molten steel.

?That?s the most amazing thing,? Giants pinch hitter Aubrey Huff said. ?You?re talking about a guy who?s the best on the planet right now. He took a pitch up and in, hard, and hit it out to center. I mean, how did he hit it? I can see how you?d get lucky and pull it, but to dead center? It?s hard to do that. I don?t know many guys in the league who can hit all off that. The first one I think of is maybe Barry Bonds in his heyday.

"I?m astonished, really. We all were.?

Not even Bonds hit three home runs in a game at AT&T Park. It hadn?t been done since the very first regular-season game here, 13 years ago, when the Dodgers? Kevin Elster parked a trio and everyone assumed the little waterfront stadium would play like a bandbox.

Well, that didn?t happen. In fact, the Giants hit just 31 home runs in 81 home games all season -- far and away the fewest by a home team in the major leagues. No Giant had hit three home runs at home since Bonds in 1994, at Candlestick Park.

?Barry never did it? Now that?s impressive,? Giants hitting coach Hensley ?Bam Bam? Meulens said. ?This is not a home run park, but it was warmer today than usual.?

With the 5 p.m. start, the early innings are usually the time when the Giants take batting practice before a night game. The ball always carries better before the temperatures drop. And Verlander was providing power with his upper-90s fastball.

Sandoval managed to backspin pitches off the barrel, and physics did the rest -- even if Verlander, wow-face and all, couldn?t quite believe it.

?It was extremely impressive,? Verlander said. ?I wish I hadn't contributed.?

Sandoval?s home run in the first inning came on an 0-2 pitch that Verlander tried to run above Sandoval?s hands. He didn?t get it high enough. It was just the fourth home run Verlander had allowed on an 0-2 pitch in his career; he hadn?t given one up all season.

Verlander entered with a 3-0 record, a 0.74 ERA in three postseason starts and an unbeatable air. Two years ago, the Texas Rangers? Cliff Lee had that same aura, along with a 3-0 record and 0.75 ERA in three postseason starts.

The Giants won Game 1 then, and they won it now.

?This was a big hyped game with Justin, probably a lot of pressure on him,? Tigers manager Jim Leyland said. ?But I don't think it had anything to do with the pressure. His fastball command was not good, he got out of sync, he got on fast forward.?He just did not pitch well tonight, it's that simple.

?But I go back, I want to start by giving the Giant hitters credit. I would not take anything away from them.?

Especially Sandoval.

?He?s an outstanding hitter, obviously, and he just had one of those nights where anything we threw, he hit,? Leyland said. ?I think you certainly tip your hat to what Sandoval did tonight.?You can't sit up here and say what he did tonight was a fluke. I mean, it was unbelievable. Sandoval hit just 12 home runs in a regular season interrupted by injuries. He missed six weeks with a fractured hamate bone in his left hand. It?s a boo-boo that a player can only have once -- unless you are a switch hitter, and you break the other hand. It was Sandoval?s misfortune, and his penchant for resting the meaty part of his palm on the barrel, that led to hamate fractures in each of the past two seasons.

Then there was the hamstring injury that sent him to the DL after the All-Star break, when he did the splits while receiving a throw at first base.

It was frustrating, disheartening. But not more than 2010, when his issue wasn?t injury but a perceived lack of commitment. He didn?t start any of the three postseason series clinchers, and his World Series experience consisted of three hitless at-bats as the DH in Game 3.

?He didn?t play in the four most important games of the year,? Meulens said. ?When he didn?t play in the World Series, he said, 'That?s not going to happen again.'?

Sandoval is heavier than last season, but better conditioned than before. In a sense, though, he?s never been bigger.

?He?s skinny for me right now,? said Meulens, eliciting laughs.

Said Giants manager Bruce Bochy: ?Well, I'm happy for him. I'm sure he looks back at that time, that experience he had, and I'm sure he wasn't too happy with how it went there in 2010. He looks very determined to show that not just us, everybody, what a great talent he is.

?We've always thought a lot of Pablo, but at that time we had to make a change.? But we need him. I think the time from his surgery, he's gotten stronger the last month and is swinging the bat the way we know he can.?

But three home runs in a World Series game? The frenzied dugout reaction said it all.

?The second and third one, I think it was more shock that he hit another one,? shortstop Brandon Crawford said. ?So each time it seemed to build and build. But he?ll hit a slider off his front foot and put it in the water. So nothing he does surprises me.?

Buster Posey had the best view of anyone from the on-deck circle.

?Just the other day I was telling somebody I couldn?t believe it?d been done three times in the World Series,? Posey said. ?You look up and 24 hours later, I was right there to see it. I had a great look at it.?

And what did Posey see?

?Well, I looked in the dugout to see all their faces, and I was watching Pablo enjoy the moment, taking in his reaction and his expression,? Posey said. ?It was great. I mean, Pablo?s always happy. But he was really, really happy.?

Meulens was most happy about the second homer, on a Verlander pitch away after Sandoval didn?t bite on two change-ups in the dirt.

?He?s got an uncanny ability to hit the ball in all nine quadrants of the zone,? Meulens said. ?The ball down in the zone is the one he hits the hardest, the one we want him to focus on. But when he?s locked in, he can hit anything. That was as far down and away as you can go and Pablo stayed on it.?

Sandoval cracked his bat on a foul ball during his third at-bat. So he retired that one and picked up a new one. He used the new bat to take a right turn on Alburquerque. The Hall of Fame gladly took possession of the broken one, which he used to hit his two homers off Verlander.

?Yeah, man.?I use that bat all my postseason,? said Sandoval, who usually employs more bats than the Carlsbad Caverns. ?I don't get too much superstition.?There's more bats in there to swing. It's not the bat. It's you.

?It's everything you've got inside you.?

Rains help shrink drought but High Plains still parched

(Reuters) - Many areas of the drought-stricken United States continued to see improvement over the last week as steady rains started recharging parched soils, but for key agricultural areas of the U.S. Heartland, there was little relief, according to a climatology report issued Thursday.

"We've seen some improvement ... but the impact of the drought and the dryness is far from over," said Brian Fuchs, a climatologist at the National Drought Mitigation Center at the University of Nebraska-Lincoln.

Roughly 61.79 percent of the contiguous United States was suffering from at least "moderate" drought as of October 23, down from 62.39 percent a week earlier, according to Thursday's Drought Monitor, a weekly compilation of data gathered by federal and academic scientists.

The portion of the United States under "exceptional" drought - the most dire classification - held steady at 5.84 percent and was mostly in western Kansas and Nebraska.

In the High Plains, which include Kansas, Nebraska and the Dakotas, severe or worse drought levels covered 84.90 percent of the region, improved from 87.42 percent the prior week. An estimated 27.44 percent of the region was still in the worst level of drought, unchanged from a week earlier.

Nebraska is the worst hit state in the country, with fully 77.58 percent of the state classified in exceptional drought, unchanged from a week earlier. Winter wheat farmers who have planted or are wrapping up planting their new crop will need significant rainfall and/or snow to provide enough moisture to grow a healthy crop.

In Kansas, the largest hard red winter wheat producing state, "extreme" drought, the second-worst level, held steady at 77.80 percent of the state, while the worst level held steady at 39.68 percent of the state.

Areas that saw good improvement over the last week included Illinois, Missouri, Minnesota and Iowa, due to a slow-moving rainstorm through the Midwestern region.

Good rains were also seen in the west, over northern California, the Pacific Northwest and the northern Rockies.

Some of the heaviest rain and snow fell in areas that were already drought free, although precipitation chipped away at dryness and drought in a few areas, according to the Drought Monitor report. Meanwhile, dry conditions prevailed across the southern half of the West, the report said.

Fuchs said it will take several inches of rain and snow - several feet in some areas - to fully recharge soils, a possibility that is not at all likely.

"A lot of these areas are a foot or more below normal for the past year," he said.

Could terrorists get on planes with spoofed boarding passes?

Barcodes on airline boarding passes can be read by readily available barcode readers and contain information used to determine which security protocols a traveler will be subject to, security researchers have discovered.

The worry is that travelers, who can print boarding passes at home up to 24 hours before their flight, could alter the barcodes to determine whether they are subjected to a conventional security check or to the less stringent, expedited-security Pre-Check procedure. That's information that could potentially give an advantage to a would-be terrorist.

Chit-chat about the security flaw has been happening in online forums since July, the Washington Post reported, but the issue only gained serious attention last week when aviation blogger John Butler said he'd discovered that the information stored on the barcode was unencrypted.

"I'm publishing this because I am seriously concerned with boarding-pass security in the United States," Butler wrote after decoding his own boarding pass with a tool available on the Web.

The Transportation Security Administration responded to a request for comment from TechNewsDaily with a boilerplate email detailing which airlines and types of passenger qualify for the Pre-Check program.

Butler published the decoded information and pointed to a digit ? either a 1 or a 3 ? that he said indicated whether he would be expedited or sent through conventional security.

Not only could an individual use this knowledge of the barcode to cause harm, Butler warned, but he could also change it.

Anyone can "use a website to decode the barcode and get the flight information, put it into a text file, change the 1 to a 3, then use another website to re-encode it into a barcode," Butler warned. "Finally, using a commercial photo-editing program or any program that can edit graphics, replace the barcode in their boarding pass with the new one they created."

Publicly available information corroborates Butler's claim, the Washington Post reported.

Sen. Charles Schumer (D-N.Y.), who has been a vocal critic of the TSA's airport-screening measures, said this latest revelation was another cause for concern.

"This has the potential to be a gaping flaw in the system that would be all too easy to exploit," he told the Post. "At the very least, if someone is flagged for a random screening, that information should be encrypted."
